Quick answer: Last year the parade ran 4:30 to 5:30 pm, from Jackson Street to Arcand Drive, with City Hall lit about 5:15 pm. Take the 2:20 pm Lowell Line train from North Station to Lowell (arrives 3:07 pm), then walk about 12 min to Jackson Street. The last train back leaves Lowell at 10:00 pm.

Getting there
On Saturdays the Lowell Line runs about every two hours. Trains leave North Station at 10:20 am, 12:20 pm and 2:20 pm, arriving in Lowell 47 minutes later. The next one after that arrives too late for the parade.
From Lowell station (Gallagher Terminal), walk about 12 minutes to the parade start on Jackson Street, or 20 to 25 minutes to City Hall on Merrimack Street. LRTA buses also leave from Gallagher Terminal, but expect detours downtown while the route is closed.
Last year, parking was banned along the route from early afternoon. Coming by train means you don't have to deal with it.

Getting home
Trains back to North Station leave Lowell at 5:22 pm, 7:22 pm and 10:00 pm (arriving 6:07, 8:07 and 10:45 pm). The 5:22 pm leaves before the parade ends, so most people will want the 7:22 pm. The 10:00 pm is the last train.
